Any way to control anchor position for image display?

I added zoom in and zoom out buttons in my script. The problem is that it always zooms to the image center which isn't very useful. From what I can tell, there is no way to control image panning which is what I'd really like.

If panning can't be done (please let me know if it can be done), then Is there some way to use anchor positions to force the window to display one of the standard anchor positions such as TOPCENTER, TOPLEFT, etc.? If tried messing with canvas resize to force the display to that position after zooming but it doesn't change the display from image center.

From what I've searched out I'm not sure if this can be done but I figured that I'd ask just in case someone knows of a way.

Adobe Illustrator has this called 'views' it would be useful I think in Photoshop too… May be a feature request…
