Is it possible to reduce a PNG file so that I consistently get 150kb on disk?
I've tried a while loop that reduces doc dimensions by 1 pixel, but that's incredibly slow.
I've also tried some scriptListener code for "save for web" but I can only save as png-8 or gif, and I need png24.
Help?

I see no other option than what you are describing in principle – saving, checking size, if too large changing size or settings, saving again, checking size …
but I can only save as png-8 or gif
As for saving png24 you could also use the DOM code:
