Turn fractional character widths off or on

How could I turn fractional character widths off or on [1] from a script?

That looks like one of the things that can not be done in a script.

It is not one of the DOM app.preference properties. Scriptlistener does not record changing it. The insert menu item in an action trick doesn't work for this. And it is not part of the app descriptor.
