Non-windowed GUI objects?

Im wondering if its possible to draw GUI objects (using javascript) that are not bound to a window? Im thinking something along the lines of a HUD object thats responsive to mouse actions (hover, onClick, etc). The thing I would like to create is something along the lines of a marking menu/radial menu used in many kinds of software such as Autodesk Maya, or the stuff that comes with a Wacom tablet.
