We've had discussion before about the way Photoshop will list all js and jsx files it finds anywhere in the Presets folder, and how this can be inconvenient in situations where you are using very large numbers of included scripts which are not run on a stand alone basis.
I've just come across a solution:
Name the folder ~anything.
Now, even if this is within the Scripts folder itself, Photoshop will not look in the folder on startup.

I have put this ~ in front of a few filters like DigiMark and other folders in PS I do not need therefore they don't load. Makes loading faster.
