assign a workspace to a user

I would like to programmaticly assign a workspace to a user. I already do this with custom keyboard shortcuts. i see that there is a new file created in the ApplicationData folder (windows) when a workspace is saved. However there must be another place that data is saved as the workspace persists after i manually delete the custom workspace file in the ApplicationData.

Can anyone offer some pointer, info.

So, the workspace is still there after a restart?
