Scripting a pointer "Click here" over a certain control.

I am absolutely new to PS scripting.
In Photoshop CC 2018 there are so called 'Projects' on the right.
Those are actually a small tutorials that are displaying small tips like "Click here", "Select this" etc.
I am wondering if something similar can be made using photoshop scripting?
