Catch drag-n-drop event

Is there a way to determine drag-n-drop event?

I want to get layer in active document instead open a new doc when drag a picture from the web page.

You should be able to drop the image onto the active document window to do this. I can in CS4. It places the dropped image into a new layer above the currently selected layer.
