I've been doing some programming over the last few days and I've been frustrated to discover that PS CC 2014 doesn't run a script if it has been edited after PS has loaded. This means that I have to close and open PS after every.single.edit, no matter how small. Is this a thing now, or can anyone describe how it can be avoided? I do not use ESTK for editing.

Record an Action that runs the script. That may fix the problem you are having.

Script is in presets/scripts and I edit using an IDE that is not ESTK.

Alright, now the action trick isn't working. I'll try another system.

Usually I don't have any issues if I'm making edits using ESTK. The only issue with running a script from ESTK and not from the main menu in PS, is that it messes up recording actions. Some other odd things might happen, but I can't remember them all now.
