"Start Application" worked!
(Too bad they don't offer hints as to the difference between "Open Photoshop" and "Start Application.")
How do I turn off the warning message: "Do you want to save changes in the current shortcut file before resetting the shortcuts?"

I just added 2 event responses to the Start Application event (ie there are 2 entries in the event manager dialog for each of 2 different actions), it ran the first and then the second fine on startup.

I don't get any such message. Did you record the action for the workspace change using Insert Menu Item?

No. I recorded it straight.
Also, as I was recordiing, I had to answer the dialog that now pops up.

I turned dialogs off for both the step of the action and the action itself. It didn't make any difference.
I trashed the script and re-created it and that didn't help either.
(Gripes:
1. turning dialogs off should be more visible, a right click or in the fly-out menu
2. it is too easy to create a new script and in the process trash an existing one)
