I found this post which has functions to check to see if a layer has effects and check and see if they are turned off:

However, I'm not sure how to write a script that will let me REMOVE those layers that have effects that are turned off. Sometimes I have a lot of layers that have effects that have been turned off and I'd like to be able to remove all of them at once. Thanks in advance for any help you can give.
